ロンドン・テロ：バローゾ委員長・フラッティーニ副委員長が談話を発表
欧州委員会のバローゾ委員長は、グリニッジ標準時7日、サミット出席のために訪問中のグレンイーグルズ（連合王国・スコットランド）で、連合王国の首都ロンドンを襲った同時多発テロについて談話を発表した。また、同日、留守を預かっている欧州委員会のフラッティーニ副委員長も、ブリュッセルで談話を発表した。
バローゾ委員長は、「この極悪非道で、正当化されえない攻撃によって亡くなった罪のない方々のご家族には、最大限の弔意と連帯を表したい（I want to express my deepest sympathy, condolences and solidarity to the bereaved families of the innocent dead for this outrageous and unjustifiable attack）」と弔意を表した上で、「これは、連合王国の人々に対する攻撃であり、民主制に対する攻撃であり、EUの中核的価値である基本的自由への攻撃である（This is an attack on the people of Britain, it is an attack on democracy, and it is an attack on the fundamental freedoms which go to the heart of the European Union）」と断じた。
また、フラッティーニ副委員長も、「この攻撃は、連合王国や連合王国市民に対する攻撃であるのみならず、欧州全体、欧州市民全員に対する攻撃だと強調したい。この攻撃は、人権や、自由・自由主義・正義・安全といった我々の共有する諸価値に対する攻撃だ（I like to stress that this attack is not attack on the United Kingdom or its citizens only, but an attack on the whole of Europe and on all of us, all EU citizens. It is an attack on all those who defend and promote human rights and our shared values of freedom, liberty, justice and security）」と述べ、テロ行為をEUとその基本価値への攻撃だとみなすことを強調した。
