共同農業政策改革：欧州司法裁判所判決を考慮した新たな木綿支援制度改革案を欧州委員会が提出
【9日・欧州委員会発表】欧州委員会は、本日、改訂した木綿支援スキーム改革案を提出した。この新法案は、欧州委員会が行うインパクト・アセスメント（影響の見積り）に欠陥があったため欧州司法裁判所が無効と判示した現在のレジームの支援制度につき、これを維持するものである。新法案は、補助金の65パーセントについては「条件関係を断った」（つまり、もはや生産とはリンクしない）ものとすべきであり、35パーセントについては（地域支払の形式で）木綿生産にリンクしたものであり続けるとしている。欧州司法裁判所の判決は、改革のアプローチ（すなわち支援制度の改正）については問題にしなかったが、欧州委員会が生産コストの計算において労働コストを含んだインパクト調査を行っておらず、地場の綿繰り産業に対する改革の影響のアセスメントを行わなかったとした。新法案提出の前には、詳細なインパクト・アセスメントを完了するとともに、広汎な利害関係者の諮問を完了した。
