欧州資格枠組：欧州全域の市民・雇用者に大きなメリット
【26日・欧州委員会発表】欧州委員会のヤーン・フィゲル委員（教育・職業教育・文化・青少年担当）は、本日、リスボンにおける重要な教育会議において、「生涯学習のための欧州資格枠組」（EQF = European Qualifications Framework for lifelong learning）を開始した。欧州資格枠組は、加盟国の資格制度の間の「翻訳装置」として機能することになる。欧州資格枠組は、欧州全土の雇用者や教育機関が、個人が呈示する資格を比較し、よりよく理解するのに役立つことになる。欧州資格枠組制度の核心は、初等水準から最高水準までの資格をカヴァーする8段階の「参照水準」（reference levels）である。勧告は、2010年までに、各国が欧州資格枠組に対して国内資格制度を関連づけるべきであることを明記している。2012年までに、EU内で発せられるすべての新しい資格は、適切な「欧州資格枠組参照水準」に関係づけられることになり、かくして、欧州資格枠組がもたらす流動性や生涯学習へのメリットは、すべてのEU市民に対して、可視的かつ利用可能なものとなる予定である。
