EU外の市民の領事的保護を強化するEUのイニシアティヴ
【5日・欧州委員会発表】毎年何千人ものEU市民が、EU外に旅行し、EU外で仕事をし、EU外で勉強する。2006年に公表されたユーロバロメータ調査によれば、滞在する第三国に自国の在外公館がない場合には他の加盟国に助けを求めることができることを知っていたEU市民は、わずか23パーセントであった。2004年の津波、2006年のレバノンの紛争といった最近数年間のの災害は、世界におけるEU市民の保護を改善するEUレヴェルの行動の必要性を示した。すべての市民のために領事的保護を受ける権利の行使を支援するため、欧州委員会は、2007年から2009年の期間の行動計画を採択した。
