共同農業政策改革：ワイン改革により欧州ワインの競争力を促進
【19日・欧州委員会発表】欧州委員会は、欧州連合諸国の農業大臣が本日ワイン共同市場組織（Common Market Organisation）を改革する合意に達したことを歓迎した。この変化により、ワイン市場に均衡をもたらし、不経済で高コストの市場介入措置は段階的に廃止し、予算については、欧州のワインの競争力を促進するようなもっとポジティヴで先を読んだ措置に使用されるようにする。この改革は、競争力のない余剰ワインを市場から取り除くための3年間の任意的減反制度を含んでいるという点で、ワイン部門の迅速なリストラを規定している。緊急蒸留（crisis distillation〔余剰ワインから産業用アルコールを蒸留すること〕）や飲料用アルコール蒸留に対する補助金については段階的に廃止していくこととなるので、〔それにより浮いた〕資金を各国に割り当てて、第三国市場におけるワインのプロモーション、イノヴェーション、リストラ、葡萄畑・ワイン醸造所の現代化といった措置に活用できるようになる。この改革は、製造業者・消費者の双方のために、葡萄栽培地域における環境保護を保証し、伝統的に確立した品質方針をまもり、表示のルールを簡素化する。この改革による新たな予算は生じない。この改革は、2008年8月1日に施行される予定である。
