郵便指令公布日は真の市場開放の日
【27日・欧州委員会発表】第三郵便指令が、本日、官報公布される。この公布により第三郵便指令は施行され、2010年12月31日までに郵便サーヴィスの法的独占を廃止するタイマーが設定されることになる。第三郵便指令は、欧州の郵便サーヴィスの規制枠組の発展行程に関して広汎な政治的コンセンサスが形成されたことによる成果である。欧州委員会は、第三郵便指令の実施に関して、率先して加盟国を監視するとともに支援していく予定である。欧州委員会は、利用者からダイナミックな開放市場の便益を奪うような潜在的参入障壁について、とりわけ細心の注意を払っていく予定である。
