欧州委員会がソヴリン・ウェルス・ファンドと金融市場の安定に関する提案を欧州理事会に提出
【27日・欧州委員会発表】欧州委員会は、本日、ソヴリン・ウェルス・ファンド（SWFs = sovereign wealth funds、政府系ファンド）に関する告示と、金融市場の安定を改善・促進するための欧州の金融システムとグローバルな金融システムの適応化に関する告示の、2本の告示を採択した。これらの告示は、3月13日・14日に行われる春季欧州理事会におけるこれらのテーマに関する欧州首脳の議論のために提出されるものである。ソヴリン・ウェルス・ファンドについては、欧州委員会は、欧州首脳がソヴリン・ウェルス・ファンドの透明性・予測可能性・説明責任の向上のためのEU共同アプローチを採択するよう提案している。この共同アプローチは、透明性とガヴァナンスの分野におけるスタンダードを含む行動規範の確立を目的とした国際的な議論において、欧州としての声を強化するものとなる。金融安定性に関しては、金融市場の安定については、欧州委員会は、欧州理事会に対して、金融市場の透明性の改善や慎重なコントロールとリスクマネジメントの強化に向けたEUの努力の手引きとなる諸原則を確認するとともに、今後とるべき行動の梗概を示すことを要求している。
